This question comes up a lot. The answer is He doesn’t.
God doesn’t send anyone to Hell. You send yourself. With free will, being not a robot, you choose Eternal Life or you choose Eternal Fire where there is weeping and gnashing of teeth.

Matthew 13:41 The Son of man shall send forth his angels, and they shall gather out of his kingdom all things that offend, and them which do iniquity;
42 And shall cast them into a furnace of fire: there shall be wailing and gnashing of teeth.
43 Then shall the righteous shine forth as the sun in the kingdom of their Father. Who hath ears to hear, let him hear.
God, knowing the beginning and the end, has interjected into your life at pivotal points to direct your path toward Him. The Holy Spirit is calling you… is convicting you at that time. You choose to deny yourself and pick up your cross and follow Him or to reject Him. God wants no man to go to hell.
2 Peter 3:8 But, beloved, be not ignorant of this one thing, that one day is with the Lord as a thousand years, and a thousand years as one day.
9 The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.
10 But the day of the Lord will come as a thief in the night; in the which the heavens shall pass away with a great noise, and the elements shall melt with fervent heat, the earth also and the works that are therein shall be burned up.
That is why He stepped down from glory to bare our skin and our sins – to become a ransom for many – to give you the free gift of eternal life.
John 6:40 And this is the will of him that sent me, that every one which seeth the Son, and believeth on him, may have everlasting life: and I will raise him up at the last day.
1 Timothy 2:5For there is one God, and one mediator between God and men, the man Christ Jesus; 6 Who gave himself a ransom for all, to be testified in due time.
1 Peter 3:18 For Christ also suffered for sins once for all, the righteous for the unrighteous, to bring you to God.
There are none good. Not one. (Romans 3:12) The only perfect one was Jesus Christ. We are all fallen and traveling the highway to Hell until we take just one step, a step with Jesus. To repent, to believe the gospel, to walk in The Spirit and not the flesh. He is our salvation. We can have eternal life ruling and reigning with Christ as heirs with Him (Romans 8:17) or we can have eternal torment where the fire is not quenched and the worm dieth not. (Mark 9:43-45)
Romans 8:17 And if children, then heirs; heirs of God, and joint-heirs with Christ; if so be that we suffer with him, that we may be also glorified together.
God is a good Father. When you have a good Father, you want to be just like Him. Young children who have a good Father will say when they grow up, they want to be just like their dad. They emulate their Father in everything He does. But good Fathers also have house rules. We must abide by those rules if we want to live in our Father’s house. What happens when you are unruly in your Father’s house? He says something like, “I love you. I really do. And, I want you to stay under my roof and live with me, but if you can’t follow my rules, you are going to have to live somewhere else.” Right? That’s what a good Father says and does. He doesn’t tolerate rebelliousness. Our good Father wants sons of God, not sons of disobedience.
Our Father is also a just judge, a true and righteous judge. In so much as, He sent His only begotten son into the world to wear our flesh, interceding for us, having mercy, having lived in the flesh in our fallen world. He bore our iniquities so we could be redeemed back to Our Father.
Hebrews 4:14Seeing then that we have a great high priest, that is passed into the heavens, Jesus the Son of God, let us hold fast our profession.
15 For we have not an high priest which cannot be touched with the feeling of our infirmities; but was in all points tempted like as we are, yet without sin.
16 Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need.
You see, even after all the abominations we say and do, denouncing Him, serving other gods, seeking after the flesh, He still… He still loves us sooo much that in His mercy, He came in the flesh to save us, defeating death. There was no way to The Father before this.
John 3:13No one has ascended into heaven except he who descended from heaven, the Son of Man.
Before Jesus died on the Cross, the saints who passed away went to Abraham’s bosom. A version of “paradise”, but not heaven with The Father.
Luke 16:22 And it came to pass, that the beggar died, and was carried by the angels into Abraham’s bosom: the rich man also died, and was buried;
At the cross, Jesus defeated death and He led the saints out of Abraham’s Bosom, back to our Father.
Psalm 68:18 Thou hast ascended on high, thou hast led captivity captive: thou hast received gifts for men; yea, for the rebellious also, that the Lord God might dwell among them.
Jesus ascended to heaven to The Father and He led from captivity those in Abraham’s Bosom. He gave a free gift to all men – salvation through belief in Him – everlasting life and a way to The Father. A gift free to the righteous and the rebellious who turn to Him! “That The Lord Might Dwell Among Them” means that the Holy Spirit is with us. The Holy Spirit was not with us before Jesus died on the cross. Jesus prayed for Him to be sent to us!
John 14:16 And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever;
17 Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you.
Are you starting to see the spiritual battle between the enemy who is misleading you and God who loves you?
John 3:17 For God did not send his Son into the world to condemn the world, but in order that the world might be saved through him.
Think about it.
Choose Him before the door shuts and cannot be opened.
Revelation 3:8 I know thy works: behold, I have set before thee an opendoor, and no man can shut it: for thou hast a little strength, and hast kept my word, and hast not denied my name.
Luke 13:25 When once the master of the house is risen up, and hath shut to the door, and ye begin to stand without, and to knock at the door, saying, Lord, Lord, open unto us; and he shall answer and say unto you, I know you not whence ye are:
For even when you break the law of man, you are punished, whether you believe in the law or the judge. Doesn’t matter. It’s still the law and he’s still the judge of the law. It is the same with God. He is your God and righteous judge, whether you believe in Him or not. Doesn’t matter. He does have a law and instructs us to keep His commandments. He is the Most High God who loves you and that cannot change and will not change. Just as with real life, you will also bear consequences for breaking His law (His house rules) and be judged …. whether you believe in His law or Him as judge or not.
It’s you’re choice. He has given you His Word, His Son, His Way, His Truth, His Life, His Light, His Free Gift. The question is… Are you going to take it?
